Diplomatic visas are issued to holders of diplomatic and official/service passports travelling to Estonia for official governmental or international organization duties. Many countries have bilateral visa waiver agreements with Estonia for diplomatic passport holders, granting visa-free entry for short stays. Accredited diplomats posted to Estonian missions receive a special diplomatic identity card issued by the Estonian Ministry of Foreign Affairs. The visa fee is waived for diplomatic passport holders. EU/EEA/Swiss diplomatic passport holders do not require any visa. Estonia has signed bilateral visa waiver agreements for diplomatic passports with numerous countries, and the Schengen acquis provides additional facilitation. For Annex I countries where no bilateral agreement exists, a Schengen visa may still be required but is processed on a priority basis with the fee waived.

Non-EU/EEA nationals wishing to work in Estonia for more than 12 months (or more than the visa-free/short-stay period) must obtain a temporary residence permit (TRP) for employment. The employer must register the employment with the Estonian Unemployment Insurance Fund (EUIF) before the TRP application. Estonia has an annual immigration quota that limits the number of third-country nationals who can settle in Estonia each year, though certain categories are exempt (e.g., IT specialists, startup founders, intra-company transferees, top specialists earning at least 2x Estonian average salary). The TRP for employment is tied to the specific employer. Minimum salary requirement applies: the salary must be at least the Estonian average salary (approximately EUR 1,900 per month gross in 2026). For top specialists, the salary must be at least twice the Estonian average salary. Short-term employment (up to 365 days) can be registered without a TRP for certain categories.

The EU Blue Card is available in Estonia for highly qualified third-country nationals. Applicants must hold a higher education qualification (university degree of at least 3 years) or demonstrate at least 5 years of relevant professional experience in certain fields. The salary must be at least 1.5 times the Estonian average gross annual salary (approximately EUR 2,850/month gross in 2026). For shortage occupations (including ICT professionals), the threshold may be lower at 1.2 times the average. Blue Card holders can move between EU member states after 12 months under certain conditions. The Blue Card is exempt from Estonia's annual immigration quota.

The employer registers the short-term employment with PPA before work begins. For visa-required nationals, a D visa is needed for entry. Visa-free nationals from Annex II countries can begin short-term work after registration without a separate visa, but if the work exceeds the 90-day visa-free stay, a D visa is required. Estonia offers a Startup Visa programme for entrepreneurs looking to establish or operate a startup in Estonia. The programme is managed by the Startup Estonia team (part of the Estonian Business and Innovation Agency). Applicants must receive a favourable evaluation from the Startup Committee confirming the business idea is innovative and scalable. The startup visa (D visa) allows up to 12 months to develop the startup. After that, entrepreneurs can apply for a temporary residence permit for enterprise/business. Estonia is also known for its e-Residency programme, which allows digital access to Estonian business services but does NOT grant the right to enter, reside in, or travel to Estonia. Separate from e-Residency, the TRP for enterprise requires demonstrating that the business benefits the Estonian economy and that the entrepreneur has sufficient funds.
