The Single Permit (Enotno dovoljenje za prebivanje in delo) is Slovenia's combined work and residence permit for third-country nationals. It is the primary route for employment-based immigration to Slovenia. The employer initiates the process by applying to the Employment Service of Slovenia (ZRSZ) for a labor market test, confirming the position cannot be filled by a Slovenian/EU citizen. The Single Permit is valid for 1 year and is initially tied to the specific employer. After 1 year, the holder may change employers freely. After 5 years of continuous legal residence, the holder may apply for permanent residence. Minimum salary must meet Slovenian minimum wage requirements (EUR 1,253.90 gross/month as of 2025, adjusted annually). Certain occupations on the shortage list may have expedited processing.

Eligibility

  • Nationality

    Third-country nationals (non-EU/EEA/Swiss) with a binding job offer from a Slovenian employer.

  • Financial

    Salary must meet at least the Slovenian minimum wage (EUR 1,253.90 gross/month as of 2025).

  • Employment

    Must have a binding job offer or employment contract from a Slovenian employer. The employer must demonstrate through a labor market test (filed with ZRSZ) that the position cannot be filled from the domestic/EU labor market, unless the occupation is on the shortage list or exempt.

  • Health

    Must have adequate health insurance coverage.

  • Criminal record

    Must have no criminal record. Criminal background check required.

How to apply

  1. Document gathering

    Gather passport, photos, job offer/contract, CV, qualifications, police clearance, health insurance, and accommodation proof.

  2. Online application

    Employer files Single Permit application at the local Administrative Unit (Upravna enota) in Slovenia. The employer also files the labor market test with ZRSZ if required.

  3. Processing wait

    ZRSZ conducts labor market check. Administrative Unit processes the application. Total processing up to 30 days from complete application.

  4. Appointment booking

    Once the Single Permit is approved, book an appointment at the Slovenian embassy or consulate for Visa D.

  5. Fee payment

    Pay Visa D fee (EUR 77) and residence permit fee (approximately EUR 100).

  6. Document submission

    Submit Visa D application at the Slovenian embassy with the Single Permit approval notice.

  7. Biometrics

    Provide biometric data at the embassy or consulate.

  8. Visa collection

    Receive Visa D, travel to Slovenia. Collect the Single Permit card at the local Administrative Unit. Register with police within 3 days of arrival. Employer registers worker in social insurance.
