The AVE (Autorización de Viaje Electrónica) is available to foreign nationals who hold valid US visa categories B2/J/B1/O/P(P1-P2-P3)/E/H-1B OR citizens of US visa-exempt countries who have entered the US at least once in the past 2 years or have valid ESTA.
