Cyprus grants visa-free entry to holders of diplomatic, service, official, and special passports from specific countries, organized by passport type: (1) DIPLOMATIC passports only: Albania, Azerbaijan, Bosnia-Herzegovina, North Macedonia, Montenegro, Qatar. (2) DIPLOMATIC and SERVICE passports: Armenia, China, Costa Rica, Georgia, Iran, Jordan, Kazakhstan, Mongolia, Moldova, Russian Federation, Serbia, Seychelles, Ukraine. (3) DIPLOMATIC, SERVICE, and SPECIAL passports: Egypt, Kuwait, Lebanon, Morocco, Oman, Syria, UAE. (4) DIPLOMATIC, OFFICIAL, and SERVICE passports: Colombia, Cuba, India, Mexico, Panama, Marshall Islands, Tuvalu, Kiribati, Peru, Tonga, Palau, Saint Lucia, Dominica, Grenada, Saint Vincent and the Grenadines, Vanuatu, Samoa, Trinidad and Tobago. (5) DIPLOMATIC or OFFICIAL passports: Vietnam, South Korea, Pakistan, Bahrain. These exemptions apply to short stays. For diplomatic postings/accreditation in Cyprus, a separate diplomatic visa must be obtained through official channels.

Visa required for diplomatic and official personnel who will be accredited to diplomatic missions, consular posts, or international organization representations in Cyprus. Short-stay visa exemptions for diplomatic passport holders do NOT apply to those being posted for long-term diplomatic assignments. The visa is typically fee-exempt for diplomatic personnel. Application is submitted through official diplomatic channels via verbal note from the sending country's Ministry of Foreign Affairs to the Cypriot Ministry of Foreign Affairs. Holders of UN and Council of Europe laissez-passer do not require a visa.
