For nationalities not eligible for visa-free or visa-on-arrival entry, a pre-arranged tourist visa is required. The visa must be sponsored by a licensed tourism establishment, hotel, or airline in the UAE. The base government fee is AED 200 plus 5% VAT; travel agencies may charge additional service fees of AED 150-200. If the applicant is already inside the UAE, additional fees apply: Knowledge Dirham AED 10, Innovation Dirham AED 10, and an inside-country fee of AED 500. Citizens of Iraq, Pakistan, Iran, and Afghanistan must also provide a copy of their national identity card.

Indian passport holders with a valid US visa, US Green Card, UK residence visa, or EU residence visa (with at least 6 months validity) may obtain a 14-day visa on arrival for AED 100. Extendable once for an additional 14 days for AED 250. Since February 2025, holders of valid residence permits from Australia, Canada, Japan, New Zealand, South Korea, and Singapore are also eligible. Overstay penalties are AED 50 per day plus AED 100 service charge.
