Required for nationals of listed countries transiting through the international transit zone of a Croatian airport (mainly Zagreb Franjo Tudjman Airport) without entering the Schengen area. Exempt if holding: a valid Schengen visa or national long-stay visa from any Schengen country, a valid residence permit from a Schengen member state, a valid visa from EU/EEA member states, Canada, Japan, or the USA, or a diplomatic passport.

Croatia's land borders with Bosnia and Herzegovina, Serbia, and Montenegro are external Schengen borders.
