EU, EEA, and Swiss nationals enjoy freedom of movement and only require a valid passport or national identity card for entry. No visa or residence permit is required for any length of stay. After entering Luxembourg, EU citizens must make a declaration of arrival at the local commune within 8 days of arrival. A registration certificate must be obtained within 3 months if staying longer than 90 days. Full right to live and work without restriction.

Citizens of Annex II countries under EU Regulation 2018/1806 can travel to Luxembourg and the Schengen Area without a visa for short stays up to 90 days within any 180-day period. This covers tourism, business visits, family visits, and other short-stay purposes. Starting late 2026, visa-free travelers will need ETIAS (European Travel Information and Authorization System) authorization before entry. For Western Balkan countries (Albania, Bosnia-Herzegovina, Georgia, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Ukraine), the visa-free regime applies only to holders of biometric passports. Hong Kong and Macao exemption applies only to SAR passport holders. Taiwan exemption applies only to passport holders with an identity card number.

Nationals from Annex I countries (including India, China, Russia, South Africa, Pakistan, Nigeria, etc.) require a Schengen visa for short stays. The fee is €80 for adults, €40 for children aged 6-11, and free for children under 6. Reduced fees apply to certain nationalities with visa facilitation agreements: €35 for nationals of Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, and Ukraine. In countries where there is no Luxembourg consular presence, applications may be lodged via the consulate of a Schengen state representing Luxembourg. Processing may be extended up to 45 days if additional documents are required. Applicants have the right to appeal a refusal within 3 months at the administrative tribunal.
