EU, EEA (Iceland, Liechtenstein, Norway) and Swiss nationals have full freedom of movement within Latvia. No visa or residence permit is required for any duration. Right to live, work, and study freely. A valid national ID card or passport is sufficient for entry. Latvia is part of the Schengen Area, so there are no border controls on internal borders between Schengen countries. EU citizens staying longer than 3 months must register their residence with the Office of Citizenship and Migration Affairs (OCMA/PMLP). After 5 years of continuous residence, EU/EEA/Swiss citizens may apply for a permanent residence certificate.

Required for nationals of the 12 countries on the common EU airport transit visa list (Annex IV of the Visa Community Code) when transiting through the international transit zone of Riga Airport without entering the Schengen area. The Type A visa allows a person to transit through the airport international zone without entering Schengen territory. Latvia follows the common EU airport transit visa list and does not impose additional national requirements. This visa only allows entry to the Latvian international airport transit zone; it does not permit entry to any other Schengen country's transit zone. Exempt if holding: a valid Schengen visa or national long-stay visa from any Schengen country, a valid residence permit from a Schengen member state, a valid visa from Canada, Japan, or the USA, a diplomatic passport, or having a family member who is a citizen of the EU/EEA or Switzerland.

Holders of diplomatic and/or service (official) passports from countries with bilateral visa waiver agreements with Latvia may enter without a visa and stay for up to 90 days in any 180-day period. The specific passport types covered vary by agreement: Armenia (diplomatic and service passports), Azerbaijan (diplomatic and service passports), Brazil (diplomatic, service, and special passports), and others as per bilateral treaties. Holders of diplomatic or service passports do not need a health insurance policy when entering Latvia. Holders of UN passports, European Commission passports, and Vatican passports may also enter without visas. This is separate from the EU/EEA free movement and Annex II visa-free access categories.

Non-EU/EEA nationals studying in Latvia for more than 90 days must obtain a long-stay D visa and/or a temporary residence permit for study. The D visa allows stays up to 12 months and permits travel within the Schengen area for up to 90 days in any 180-day period. Students are issued a temporary residence permit (TRP) for the duration of their studies by the Office of Citizenship and Migration Affairs (OCMA/PMLP). To qualify, applicants must be accepted into a full-time accredited study programme in Latvia including bachelor's, master's, or doctoral degrees, vocational education, or recognized exchange programmes such as Erasmus+. Distance-learning students are generally not eligible unless their studies require physical presence. International students may work 20 hours per week during semesters and full-time during holidays. Citizens of visa-required countries can first apply for a visa and, upon arrival in Latvia, apply for a residence permit at OCMA. Documents must be presented in Latvian with a notarized translation. Educational documents must be legalized in accordance with the Hague Convention.

How to apply

Required for Annex I nationals who need to pass through Latvia and the Schengen area (land, sea, or air with passport control) to reach a non-Schengen destination. This is distinct from the Airport Transit Visa (Type A) which is only for staying in the international transit zone without entering Schengen territory. As of 1 September 2025, third-country nationals who do not hold a visa or residence permit issued by Latvia must submit an Electronic Travel Declaration at eta.gov.lv at least 48 hours before arrival, including for transit purposes. Latvia borders Lithuania and Estonia (both Schengen) and Russia and Belarus (non-Schengen), so land transit through Latvia may be relevant for certain travel routes. A foreign national applying for a transit visa should possess a visa for the country they are going to after leaving Schengen territory.

Schengen Type C visa for medical treatment at a Latvian healthcare facility for stays up to 90 days. When applying, the purpose is specified as medical treatment on the application form. An official document from the receiving medical institution confirming that specific medical treatment can be performed and the patient can be accepted is required. For treatments requiring longer stays, a long-stay D-type visa must be applied for. Visa-free nationals from Annex II countries can seek medical treatment during their 90-day visa-free stay without a specific medical visa.

The EU Blue Card is available in Latvia for highly qualified third-country nationals. Applicants must hold a higher education qualification (university degree of at least 3 years) or have at least 5 years of relevant professional experience. The salary must be at least 1.5 times the national average gross annual salary, approximately EUR 2,636 per month (based on 2025 average of EUR 1,757/month). For shortage occupations, the threshold is 1.2 times the average, approximately EUR 2,108 per month. Blue Card holders can move between EU member states after 12 months under certain conditions. The Blue Card is processed within 10 working days, significantly faster than standard residence permits.

Permanent accreditation from the Latvian Ministry of Foreign Affairs is required for foreign journalists permanently residing and working in Latvia or regularly visiting to create news content. The accreditation is valid from January 1 to December 31 of the year. Accredited journalists receive an Accreditation Card which authorizes multiple-entry official visas for the duration of stay. Standard Schengen Type C visa for tourism purposes in Latvia. Nationals of Annex I countries under EU Regulation 2018/1806 must apply at a Latvian embassy, consulate, or authorized VFS Global application centre before travel. Applications may be submitted 6 months to 15 days before travel (seafarers may submit up to 9 months before). Latvia must be the main destination of the trip (the country where you will spend the most days). Since June 2024, the standard Schengen visa fee is EUR 90 for adults. Reduced fee of EUR 35 applies for citizens of Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, and Ukraine under EU visa facilitation agreements. As of November 2024, a mandatory questionnaire must be included with the visa application for citizens of specified states.

The 90-day limit applies across ALL Schengen states combined, not per country. ETIAS pre-travel authorization (EUR 7, valid for 3 years) will be required from late 2026. Passport must have been issued within the previous 10 years. As of 1 September 2025, third-country nationals not holding a visa or residence permit issued by Latvia must submit an Electronic Travel Declaration at eta.gov.lv at least 48 hours before arrival. For Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, and Ukraine, visa-free access applies only to holders of biometric passports. Vanuatu's visa-free status has been permanently suspended as of 3 February 2025. Visitors are not permitted to work without a work permit.
