Holders of diplomatic and/or service (official) passports from countries with bilateral visa waiver agreements with Latvia may enter without a visa and stay for up to 90 days in any 180-day period. The specific passport types covered vary by agreement: Armenia (diplomatic and service passports), Azerbaijan (diplomatic and service passports), Brazil (diplomatic, service, and special passports), and others as per bilateral treaties. Holders of diplomatic or service passports do not need a health insurance policy when entering Latvia. Holders of UN passports, European Commission passports, and Vatican passports may also enter without visas. This is separate from the EU/EEA free movement and Annex II visa-free access categories.

Diplomatic visas are issued to holders of diplomatic and official/service passports from countries without bilateral visa waiver agreements with Latvia, who are travelling for official governmental or international organization duties. The visa fee is waived for diplomatic passport holders. Accredited diplomats posted to Latvian missions receive a special diplomatic identity card issued by the Latvian Ministry of Foreign Affairs. The Schengen acquis provides additional facilitation for diplomatic passport holders. For Annex I countries where no bilateral agreement exists, a Schengen visa may still be required but is processed on a priority basis with the fee waived.
