The S Pass is for mid-skilled foreign workers. Minimum salary is SGD 3,300/month (SGD 3,800 for financial services), with progressive increases by age, reaching SGD 4,800 (SGD 5,650 for financial services) for candidates aged 45 and above. Employers are subject to S Pass quota limits and must pay a monthly foreign worker levy of SGD 650 per S Pass holder. Since September 2025, declaring educational qualifications is optional for S Pass applications.

Part-time courses and courses conducted in the evening or on weekends are not eligible. The educational institution must first register the student's details in SOLAR+ before the student can complete the application. Students may work part-time up to 16 hours per week during term time at approved institutions, and full-time during vacations.

Foreign media personnel on short-term assignments (up to 60 days) that are not sponsored by a Singapore government agency must apply for a Miscellaneous Work Pass (MWP) from the Ministry of Manpower (MOM). The application must be submitted by a Singapore-based sponsor such as a registered company, society, or event organiser. Foreign journalists cannot apply directly. The MWP has a strict 60-day limit that cannot be extended. Additionally, journalists from visa-required countries must also obtain a separate entry visa.

The Employment Pass (EP) is for foreign professionals, managers, and executives. Minimum qualifying salary is SGD 5,600/month (SGD 6,200 for financial services sector), with age-adjusted higher thresholds for older candidates. From September 2023, all EP applications must pass the COMPASS (Complementarity Assessment Framework) points-based system, scoring at least 40 points across criteria including salary, qualifications, diversity, and local employment support. Employers must advertise the position on MyCareersFuture for at least 28 days under the Fair Consideration Framework before applying.
